Upon the request from the two parties, in the matter of the denial by Aurora Public Schools of the application for the Lotus School for Excellence Charter High School, this appeal was granted a continuance.
Affirmed the decision of the Centennial School District in denying the application of the Centennial Charter School. The vote was 6:0 (DeHoff was absent on recusal, and I was absent, on my way to the airport for the NASBE Legislative Conference)
Found that the decision of the Jeffco Public Schools in denying the application of the Mountain Peaks Montessori Charter School for the second time was contrary to the best interests of the pupils, district, or community and remanded the matter back to the district to negotiate a contract with Mountain Peaks Montessori Charter School. The vote was 4:2 (Middleton and Munn dissented, DeHoff was absent on recusal, and I was considered absent because technological difficulties prevented me from being able to hear the entire proceedings thoroughly from my phone at the airport).
Regarding the decision of the Thompson School District in denying the application of the New Vision Charter High School, the vote was 7:0 to remand (I was absent, attending the NASBE Legislative Conference in Washington DC).
Affirmed the decision of the Boulder Valley School District in denying the application of the Zenith Academy of Sciences, Arts and Mathematics Charter School. The vote was 4:2 (Polis and Littleton dissented, Munn was absent, and DeHoff was absent on recusal; I participated via teleconference from Washington DC).
Affirmed the decision of the Jeffco Public Schools in denying the application of the Teddy Roosevelt Academy Charter School for the second time. The vote was 5:2 (Littleton and Orr dissented, and DeHoff was absent on recusal; I participated via teleconference from Washington DC).
[I was out of town attending the Legislative Conference sponsored by NASBE (National Association of State Boards of Education) and thus missed this part of the meeting.]
Approved contract/interagency agreement between the State of Colorado – for the use and benefit of the Colorado Department of Education, Exceptional Student Services Unit, Gifted Education – and the College Entrance Examination Board, for the period of April 4, 2005, through September 30, 2005, in an amount not to exceed $91,624. [Creates special submission instructions, with timeline, for the school Advanced Placement coordinators in the state, in collaboration with the CDE Gifted Education Principal Consultant. The College Entrance Examination Board will invoice CDE for only the exams taken by students eligible for AP exam fees under the AP Incentive Program, which is for low-income students.]
(1) EMERGENCY EDUCATOR AUTHORIZATIONS
Approved emergency Type III educator authorizations for 64 initially and 3 renewals.
[Local districts may request Type III Emergency Authorization to employ non-licensed teachers, principals, administrators, or special services providers if they agree to provide an induction program. The SBE’s approval is based on consideration of whether the district has demonstrated a shortage of licensed personnel and the employment of non-licensed personnel is essential to preserving the instructional program and to the well-being of the children enrolled.]

(3) EDUCATOR PREPARATION PROGRAM
Reauthorized the licensure/endorsement preparation content of programs at Mesa State College in Grand Junction, and forwarded the approval to the Colorado Commission on Higher Education.
(1) DISTRICTS WITH LESS THAN 3000 STUDENTS
Approved the following school districts for exclusive chartering authority in accordance with 22-30.5-504(5)(b) [this statute requires the authority to be granted to any district under 3000 students that requests it]:
(2) GARFIELD SCHOOL DISTRICT
Approved Garfield School District for a renewable one-year grant of exclusive chartering authority in accordance with 22-30.5-504(6). [This statute permits a school district with over 3000 students to be granted exclusive chartering authority if it has no discernible history of unfair treatment of charter schools. The grant of exclusive chartering authority is for a one-year term and is renewable. Garfield School District was granted the authority last year.]
Approved payments of $228,462,401.12 to school districts under the Public School Finance Act for state share of total program for March, April, and May, for a total amount of $685,387,203.36. [Local districts are entitled to receive monthly payments from the state by the 25th of each month, under provisions of the Public School Finance Act of 1994, as amended.]
Adopted the declaration proposed by the Colorado Commission on Higher Education, with the SBE’s minor amendments.
Approved the Strategic Plan of the State Board of Education for 2005-2006, and directed staff and advisory committees to submit a response and disseminate it to our education partners. [During the February Retreat, the Board revised the Goals and Objectives from the Strategic Plan for 2003-2004, with minor revisions at yesterday’s Work Session. See my notes on the Work Session of March 9, 2005, for details.]
The Board will appoint new members to the Colorado Special Education Advisory Committee to fill positions vacated due to terms ending or resignations. [Currently, vacancies exist for three parents of children with disabilities or individuals with disabilities, one representative of facilities, and two teachers. Since September 2004, when CSEAC notified the SBE of anticipated vacancies, 15 nominations were received for the 6 vacancies. In addition, there are 8 applicants from the previous year.]
The Board will be asked to approve the following as Designated Agencies for the preparation of teachers through Alternative Licensing Program:
[The SBE must approve designated agencies for alternative teacher preparation programs. Current Designated Agencies are also required to resubmit proposals to be in compliance with new rules. The proposals submitted for reapproval were reviewed by a committee that included representatives of higher education and educators who are experts in the field of Alternative Licensure. The agencies received constructive comments on their proposals, and the proposals were resubmitted to the committee for a final review. It was a rigorous review process, and only the proposals that have met the new requirements are being submitted for approval.]
The Board will be asked to approve the following Teacher Induction Programs:
[The Educator Licensing Act requires school districts wishing to hire provisionally licensed educators to have induction programs approved by the SBE. Private schools may also implement a state-approved induction program approved by the SBE. Employees who hold out-of-state licenses or emergency licenses must complete the PLACE or Praxis test or meet the requirements for a provisional license before being admitted into the induction program. Induction programs include mentors for new teachers and ongoing professional development.]
